Natasha Azzopardi-Muscat

Director, Division of Country Health Policies and Systems, World Health Organization – Regional Office for Europe

Dr Natasha Azzopardi Muscat is a medical doctor and public health specialist. She graduated from the University of Malta in 1995 and worked in clinical fields including maternal and child health, mental health and primary care.

She earned a Master’s in Health Services Management from the London School of Hygiene and Tropical Medicine and the London School of Economics. Upon returning to Malta, she held senior roles in the Ministry of Health between 2001 and 2013, including Director for EU and International Affairs, Director General for Strategy, and Chief Medical Officer.

In 2016, she obtained her PhD from the University of Maastricht, focusing on “The Europeanisation of health systems: a small state perspective.” From 2016 to 2020, she served as President of the European Public Health Association (EUPHA), engaging in European-level health advocacy.

Dr Azzopardi Muscat joined WHO/Europe in 2020 as Director of Country Health Policies and Systems and was reappointed Director of Health Systems in June 2025. She is Associate Professor at the University of Malta and a visiting scholar at the University of Maastricht.

On October 9 at Maersk Tower, Natasha will take part in the panel debate Public-Private Partnerships: A Catalyst for European Competitiveness and Health.
